The attached patch attempts to translate all occurences of taxonomy term name and descriptions if i18n_taxonomy is present.

There are also basic tests which set up a translated newsletter category and verify that the name and description is translated in the newsletter selection form. This can easily be extended to check additional places.

As usual, this is based on the tests issue and needs to be applied after that.
