As I understand it:
#1 is the trump and should pretty much always be observed.
#3 should replace #2.
#2 should be a subset of #3 - suggesting that even 3rd party libraries with GPL license should be subject to approval.
Many people are interpreting the current configuration to mean that if a 3rd party library is GPLv2 or GPLv3 (or even MIT!, which has a sublicense clause), it can be included in the project repository and no exception request is needed.
Am I wrong in my interpretation? Otherwise people who include 3rd party libraries in their repositories are generally covered by #2.
