"Applicants are people registering to site" this is a central assumption of the eRecruiter solution.
In the real world this is not true in every case. Recruitment companies are still obtaining applicant resumes information from other sources: E-mails, PDFs, (even) faxes, phone, hard-copy resume, etc. They are still using human operators to enter data from sources other than registered users interaction with the website.
As I see eRecruiter is collecting that data around Profile2 entity, make it hard to open to a non-user resumes. I want contribute to the module in that direction but it would be necessary a module owner input on how to do that. Any thoughts?

dasjohaving the required permission, an administrator can of course create users and their profiles.
also you can create such in an automated way, using rules or custom code.
