Seems to work fine but I am getting cookie value NO_CACHE set to "Y" just by going to a page (see an example) ... without actually submitting the form (exposed Views form in this case). Is this normal behaviour?

There was an error in the submit hook settings. If you form did some validation (ajax) it would have set the cookie without submitting. I'm cutting a new tag today that should fix your issue.
