Recurring products with auto-charge APIs

I need the recurring product feature with an auto-charge feature.

auto charge can happen active or passive

passive: PayPal subscriptions, Worldpay Futurepay subscriptions that notify EC via IPN callback that the new period is paid

active: EC can trigger an autocharge - even without storing CCs, several Euro providers like Mpay, Heidelpay, etc. provide the feature to
identify a client's creditcard with a "client-id" plus a "contract-id"

obviously even -IF- CC numbers would have to be stored in EC, then securing those via DB/server hardening, SSL certs, etc... would still
be the ultimate responsibility of the merchant, not only the drupal team
