drupal_parse_dependency fails on major version ops (>7.x) and (<=8.x) (project_dependency version)

I dubbed the core issue #1247476: ModuleHandler::parseDependency fails on major version ops (>27.x) and (<=28.x) here to make sure it gets fixed here.

As #1241704: Deploy Project Dependency, Project and PIFT on d.o is just a task this is the bug :-)

I put it on major as imho the dependencies calculated are in err (duh)

I did some projects scanning but did not find some good dependency examples. What did I miss?
