I activated the "Mini Panel" module which activated a block "Manage mini panels" in the Panel Dashboard. But the link for creating a new mini panel was missing until I activated the module Node Panel. Is this a bug or is the module actually required? And if the module is required can you please either change the dependencies or add a "read only"-text in "Create new ..." similar to Node Panels: "Panel node - You must activate the panel node module for this functionality."

aether CreditAttribution: aether commentedYes this appears to be reproducible. No Create New Mini Panel link in dashboard without panels_node activated.
I can still create a mini panel at admin/build/mini-panels/add without panels_node, just no link in the administrative UI.

japerryClosing this issue as outdated as Drupal 6 ctools is not supported. If this issue is relevant for Drupal 7, feel free to re-open and mark for Drupal 7 (or 8)
