When a users credit card cannot be processed by a gateway, they get the proper message about it not being able to verify it at this time and contact us if the problem continues text..

but right under it is the error message

Thanks for reporting this and all the other issues you've contributed to. Changing title to the exact error message, as it helps me (and others) diagnose and fix this issue if a single error message is the problem.
