Chaos Tools returning error " Undefined offset: 1 in ctools_context_create_entity() (line 82 of ..\ctools\plugins\contexts\entity.inc)"

I am getting this as well when I try to create a context to a taxonomy vocabulary (and term) in panels. I am using the latest dev version of ctools from Jun 23rd.
