I have a view with block display that uses VBO and exposes a filter. Since exposed filters on block works only with AJAX I need it to be enabled. When I trigger BO on this block page reloads and redirects to 'views/ajax' where I see just JSON output from views.

Yes, this is a Views bug. There's a patch ready at #1191928: Views Form fails when using ajax
