Image won't load into CKeditor box

Using IMCE with CKEditor
WHen I click on image icon the popup opens and browse button is present.
The popup has developer text in the box.
I can select the entire developer text, but I cannot delete it.
I can upload an image from my HDD through the browse and upload of the popup.
When I try to insert image from the folder into content box the site locks up
I cannot get it to do anything from there.
The permissions appear to be set properly.
