This bug was introduced by the recently-committed patch in #1168280: DX: cart, checkout and order panes and payment methods/gateways should be keyed by ID.

I've committed @wodenx's patch to 7.x-3.x. This code isn't in 6.x-2.x, so nothing needs to be done there.
