When within google plusone settings page at the top it says "...f you only need a block with a fixed URL like your homepage, go to the blocks page to enable a..." (If you click on the links to the "blocks" page it takes you to /admin/structure/block - which I'm assuming is the D7 location - for D6 it gives you a 404....)

Actually I don't see that it created any default blocks within D6 - so there may be more going on...

Good catch! fixed for rc4 version. And now I had time to add the actual block :)
