By default, the Book Navigation block displays the child pages only when the user is inside their book node. How can I make the block show child pages all the time?

Because every user has a personal book, I need users to be able to click directly into any page they want from the home page Book Navigation block. Am I missing a setting somewhere to make this happen? I don't have any use for a block that only displays the book titles.
