Display an error if the schema version in use is incompatible

At ?q=admin/config/search/apachesolr/index we get and display the schema version in the index.

however, we don't do anything with it except show it to the user. We should display a warning or error if this schema is outdated, a mismatch (e.g. not 'drupal-') or from the wrong module release series.
