After upgrading to IE9, the three Paste buttons no longer do anything and subsequently become grayed out. Ctl+V still works.

According to http://cksource.com/forums/viewtopic.php?f=5&t=22251, the bypass is to switch the Document Mode to IE8 standards. However, this wipes out anything typed into the rich text window. The post also mentions adding
<meta http-equiv="X-UA-Compatible" content="IE=8">. CKEditor 3.x is supposed to be fully compatible with IE9.

You are posting in the issue queue for FCKeditor, not CKEditor. From the looks of it isn't a Drupal module problem, but a CKEditor problem.
