Toolbar in Drupal 7 covers up field palette when scrolling

Right now the Toolbar in Drupal 7 covers up the field palette on long pages. This patch adjusts the height location of the palette to take into account the toolbar. We may be able to come up with a more generic solution, but this approach works pretty well until there is some universal notifier of added margins around the edges of the window.
