We need "Behavior on empty search" settings for each page defined by a user.

Attached is a patch that implements it. I'm attaching it now as I'm probably done for the day.

But, to be complete, we'd also need settings for "Results per page" (apachesolr_rows), "On Failure" (apachesolr_failure) and 'Enable spellchecker and suggestions' (apachesolr_search_spellcheck).

Applied the above patch and tried to factor out some of the code duplication.

Also had work-in-progress to validate the environment ID, as necessary for future support for ctools export/import.
