If a review pane in the checkout process is empty, it should be hidden. At the moment the title is shown, but no content. See srceenshot.

Here is a patch to make sure that a pane title isn't displayed when the pane doesn't have any data.

That being said, it won't help with commerce_coupon, because their review pane is actually returning html markup from views, even if there is nothing to show. Regardless, this does seem to be a minor issue.
