Users that have the proper permissions (administrators for example) should be able to edit the reviews of other users. This currently doesn't work because the vote is cast as the current user, not the owner of the node.

Good catch. The patch supplied didn't apply, however. I think I found the spot it was talking about, though, and committed a fix to 4.7-dev. After the download is rebuilt give it a try. If it's still broken, reopen this issue with a working patch. Thanks.
