Allow the use of git checkouts of Context [#1121924]

To ensure Context 3 is enabled, Context: Menu Block checks to see if Context's version string is x.x-3.x. However, when you use a git checkout of Context's repository, version isn't defined (as it's added by the release system). Context: Menu Block should still work even in this scenario.

Committed. Context: Menu Block will still warn during enable and on the status report page, but will otherwise assume you know what you're doing and enable its functionality. This needs to be ported to the 6.x branch.
