I have the feeling that the module does not work with
http://drupal.org/project/jquery_update

enabled module
enabled jq
on config of jq cluetip is enabled but strangely it shows "Version: Version 0.9.8 (05/22/2008)" while I downloaded latest version 1.0.7 from official website

So what exactly is the issue you're having? Does the module work at all?

I've just released a 6.x-2.x-dev branch, which doesn't use JQ module. I'd recommend downloading that, following the readme and then get back to me if you still have issues.
