I have googled quite a lot but don't seemed to find a solution or maybe I'm looking at the wrong place.

After doing a clean installation, I was start trying to install modules under admin>modules>add url and I'm getting the following error.

http://ftp.drupal.org/files/projects/views-7.x-3.0-beta3.tar.gz could not be saved to temporary://update-cache/views-7.x-3.0-beta3.tar.gz.
Unable to retrieve Drupal project from http://ftp.drupal.org/files/projects/views-7.x-3.0-beta3.tar.gz.

I have double check file permissions for the temporary folder, it appears that the files have been downloaded and placed inside the temp directory, but unable to retrieve it. The user group is also set to apache:apache which I am unable to do any modification to it. In short, the temp folder is set to ownusername:psacIn, but the temporary files downloaded inside is set to apache:apache which I suspect is causing the error.

I can manually download, extract and upload the modules however I am concerned that when it comes to module updates, I will need that directory to be working. As well as anything that can be potentially using the temp folder.

Any pointers would be greatly helpful. Thanks in advance.
