After uninstalling the Event and Signup modules I ran drush to install another module and got the following warning:

WD actions: 3 orphaned actions (signup_cancel_action, signup_mark_attended_action, signup_mark_not_attended_action)  [warning]
exist in the actions table. Remove orphaned actions
