As its is not needed to clone a SSL site to a new SSL site, it should not be a requirement for a platform to be on a ssl-enabled server.
Repro:
- create server A with SSL + deploy SSL site there
- create server B without SSL
- create some platform P on B
- try to migrate / clone site from A to platform P ( not possible, you can chose it )

But you def. should be able to clone from SSL to non SSL servers.
Both is not possible right now
