As its is not needed to clone a SSL site to a new SSL site, it should not be a requirement for a platform to be on a ssl-enabled server.
Repro:
- create server A with SSL + deploy SSL site there
- create server B without SSL
- create some platform P on B
- try to migrate / clone site from A to platform P ( not possible, you can chose it )

I'm confused, do you mean you can migrate the site or you can't migrate the site?
Also, should you be able to migrate it or shouldn't you be able to migrate?

Its argueable if you should be able to migrate, in my sense you should be able to switch from SSL to non SSL.
But you def. should be able to clone from SSL to non SSL servers.

Both is not possible right now
