Region tpls need to check for $content before printing wrapper

So D7 core's region.tpl.php has been updated to check for <?php if ($content): ?> before printing out the wrapper divs.

That didn't used to be in the region.tpl, but undoubtably there's some render api bug that means we have to add it in there. :-p
