does not appear to process video. buckets are created but no content is uploaded

I see the same error in my logs if I ask Video S3 to create a bucket for me. Checking in the AWS console I see that the Upload/Delete permissions are not set for zencoder. I think it also needs View Permissions set for Everyone.

The watchdog message indicates
