This option works fine unless you change the title of the block in which case there is no longer a link.

Fixed in CVS. I also moved the catalog block settings to the block configuration page, as they make more sense there.

I installed the Feb 16 dev and now I can't get a link even when the block hasn't been renamed.

Did you run update.php and/or clear your cache after updating? There is a new theme function which won't get picked up until the cache is wiped.

Needs backport to D6, as noted in #1268900: "Make the block title a link to the top-level catalog page." does not work when block title is changed.

The commit with the fix for D7 is 6071f14447.
