Increase groups moderation form item size

Site admins & maintainers of g.d.o working on the submitted groups queue are provided only a tiny postage-stamp-sized textarea to post requests of info, etc. While functional, it invites overly terse responses that can generate unnecessary distress or animosity on the part of the group submitters. A larger text area would invite less terse responses. Sometimes the little things can make a big difference.

The height is fine, but if we could have 300px or more of width, that would be much better.
