It would be cool if this module provided a reaction for the Context module.

So if you are in a certain context then you could expand this block or collapse that block.

Cleaning up the issue queue, not sure if this is really desired by enough users. Please reopen and/or comment if you want to see this feature built, bonus points if you provide a patch ;)
