No roles - even user1 - are able to delete images or files.
They're newly uploaded test files - none are in use anywhere.
Error message: "(filename) is in use by another application"
All roles have "delete" checked in their IMCE profiles.
The permissions for all related folders are 775.
Caches cleared, logged out and in.

I am also getting this error.
My use case is: I want to keep all the existing references in place, but update the source file.
I don't want to update N different file field references to this file.
