Change the access permissions to 'administer site configuration'

The access permissions are now set to 'administer'. It's better to use generic access permissions if your module doesn't need specific ones. I took me 15 minutes to figure out why I didn't see the module settings link in admin/settings. This was because my role had site configuration access, which wasn't enough. Only user 1 can now change the settings.
