Users without access get draft options on their profile

I think the title is quite descriptive already, but a more detailed explanation would be:

* You have a user with a certain role assigned to it
* That role does not have access to Drafts
* So the user won't be able to see any drafts in http://www.yoursite.com/draft/list
* However, in the user settings page (http://www.yoursite.com/user/userx/edit) he/she will be shown the draft options enable and save interval

Although this is not a major issue it can lead to confusion as the user may think a certain feature is available when it is actually not.
