Carry the admin UI from the removed drupal_cms_admin_ui

Problem/Motivation

Since Drupal CMS 2.2.3 (7 October 2026), a fresh composer create-project drupal/cms has drupal/tagify: ^2.0.4 in its root composer.json. Drupal CMS 2.2 also removed drupal_cms_admin_ui, drupal_cms_content_type_base, drupal_cms_media and drupal_cms_privacy_basic (folded into drupal_cms_site_template_base). Their last releases, 2.1.6, need Tagify 1. Reported in #3629200: Horizon Aid fails to install on Drupal CMS due to deprecated dependency.

The Vardot site templates take their admin UI from drupal_cms_admin_ui, which requires drupal/tagify ^1.2.

Steps to reproduce

1. composer create-project drupal/cms (2.2.3 or later).
2. Pick Horizon Aid (or Educare, The Rightup, Varbase) in the installer, or run composer require drupal/horizonaid.
3. Composer fails: drupal/drupal_cms_admin_ui[2.0.0, ..., 2.1.6] require drupal/tagify ^1.2 conflicts with the root ^2.0.4.

Proposed resolution

• Project Browser, Automatic Updates and the package manager settings.
• Dashboard with the welcome dashboard and the Top tasks menu.
• Announcements, Drupical, SAM and View password.
• The Gin admin theme and its blocks.
• Import core's content and people admin views, as the removed recipes did.
• Require the module packages.

drupal.org lists drupal_cms_admin_ui (and the other three) as replaced by Drupal CMS Basics (drupal_cms_site_template_base). Varbase does not switch to that recipe here: applied first, it would take over Varbase's own metatag defaults and the page and media displays (20 configuration items differ). The Varbase recipes carry the same pieces instead, varbase_admin_base standing in for drupal_cms_admin_ui.
