In certain edge cases, the user might be returned to the Review step, when they have already completed their payment(or the payment has been canceled/failed.)

We need to better handle the existing intent.

There are several existing issues that handle some parts of this.

This issue will serve as a complete/combined solution.

I'll follow up linking/closing/crediting the other issues.

I created #3625459: StripeReview marks a saved payment method non-reusable on transient Stripe API errors to handle a small problem introduced by these changes.
