@liam morland the gitlab-ci template update is probably a good way to go here but should we get this sorted in #3618817: REST tests fail: config entities need ConfigEntityResourceTestBase, and the XML charset changed? I see this one is older but that one has slightly more traction, you're call.

That one is marked as fixed but tests are still failing here.
