Problem/Motivation

As a follow-up to the ticket for adding a task timer, it is helpful as a burndown manager to have a
page to see all active timers (timers that are currently counting) and be able to stop them individually. And perhaps a button to stop them all in one shot.

Use case, our robotics team shuts down at 8pm, and instead of waiting for each member to stop their timers, we could just stop them all.
