Apply the Drupal CMS Search recipe by default in Varbase Starter

Problem/Motivation

Moving with having a search bar in the header in the new varbase design system

Proposed resolution

Add drupal_cms_search in to recipes which when we install the Varbase Starter Site Template.
Agreed with Jose on this, not to use the Varbase Search Base recipe yet. as no need for it, and Drupal CMS Search has all what needed for now.
