Initialize Varbase Workflow Base recipe

Problem/Motivation

As part of the work of Varbase 11.0.x and Varbase Starter site template, we need to create a Varbase Workflow Base recipe that provides advanced content moderation workflow functionality as a standalone recipe.

This moves workflow features from the varbase_workflow module into a reusable recipe following Drupal CMS standards.

Proposed resolution

Build on to the basic Workflow in integration in Drupal CMS ~2.0

Create drupal/varbase_workflow_base recipe with:

• Editorial Workflow: Draft → In Review → Published → Archived
• Modules: workflows, content_moderation, scheduler, scheduler_content_moderation_integration, content_moderation_notifications, admin_audit_trail_workflows
• Permissions: Pre-configured for content_editor role
