Move Unlock and Delete action buttons to the More Actions menu in the Navigation Top Bar

Problem/Motivation

The Unlock and Delete buttons currently appear directly in the main Navigation Top Bar. These actions are less frequently used and potentially destructive. Their presence in the primary action area can lead to accidental clicks, especially on narrow or responsive screens. Additionally, this clutters the top bar UI and distracts from more common or context-aware actions.

Proposed resolution

Moved the Unlock and Delete buttons from the main Navigation Top Bar into the More Actions dropdown menu to improve interface clarity and reduce visual clutter in the primary action area.

This change ensures:

• A cleaner and more focused top bar by hiding potentially destructive actions under a deliberate user interaction.
• Better alignment with Drupal UX standards and admin usability best practices.
• A more intuitive and accessible experience, especially on smaller screens or responsive layouts.

This update enhances the overall usability of the Navigation Top Bar by prioritizing primary actions while still keeping administrative tasks accessible.
