Check on permission is too generic [#3533866]

Problem/Motivation

User that have access to edit a specific content type but that do not have the 'edit any content' permission are not able to see the publishing dialog.

Steps to reproduce

- Edit a node with pagedesigner with a user that have access to edit that content type, but not any content type
- Publish the node (via pagedesigner)
- Observe the dialog not appearing

Proposed resolution

Perform the permission check for the node specifically
