Proposed resolution

• Change drupal/gin to ~5 in the composer.json file in the 10.1.x branch
• Change drupal/gin to ~4 || ~5 in the composer.json file in the 10.0.x to allow for smoother upgrade process
• Remove drupal/gin_toolbar from the composer.josn file for both 10.0.x and 10.1.x
