Download link is broken so no way to build fresh PHP images

Steps to reproduce

Proposed resolution

- extract existing binary into own image to reuse in PHP
- decide how to remove it at all

Remaining tasks

- create phantomjs/ubuntu-2.1.1 image, ref #3404082: Adopt (semver) versioning for DrupalCi images
- change build of PHP images to copy binary from known source
- file related follow-ups to stop using it
