The ability to use attributes for plugins was first introduced in Drupal 10.2. 0. At a minimum, any code using attributes must be in a Drupal 10.2+ project.

And in the Drupal 10.2 release, ONLY SOME of the core plugin types will be converted to use attributes for discovery (Blocks and Actions).

Drupal 10.2.9 still does not support PHP attributes for the views module.

Hi!

Since drupal 10.2 is unsupported, and the views module is just an optional submodule,
I guess at this point we will just change the requirement to 10.3.
