Fix missing .xs breakpoint in content.field_media_gallery during clean install

Problem/Motivation

We started getting errors during our CI build when doing a clean install to run the test suite.
Here is the errror:

The configuration property content.field_media_gallery.settings.breakpoints  
2204  .xs doesn't exist.

Error is only present during clean installations

Steps to reproduce

1. upgrade varbase from 9.1.8 to 9.1.9
2. run clean site installation using basic configuration
3. get error

varbase - 9.1.9
drupal - 10.4.5
varbase_media - 9.1.16
varbase-patches - 9.2.54
php 8.3
ubuntu 24
