Remove Content Planner link from Toolbar to prevent conflicts

#3505583: Enable the new administration Navigation module and remove Admin Toolbar & Admin Toolbar Extra Tools for improved admin UX
When switching to the Drupal Core Navigation system the Content Planner conflict with other toolbar items
