Problem/Motivation

#3416522: Add the ability to install multiple modules and only do a single container rebuild to ModuleInstaller has changed the API of the ConfigInstaller. In order to be compatible with 10.x, 11.1.x and 11.2.x we have to do something.

Steps to reproduce

Run tests on 11.x as of yesterday.
