Improve time handling via drag-and-drop

Problem/Motivation

There are some inconsistencies on how dates get rescheduled through the drag-and-drop handling, particularly if there is a timezone difference between the site time and the current browser.

Proposed resolution

Explicitly set the timezone for the calendar, and simplify the logic for saving the incoming data. Finally, improve the logic for determining if a non-Smart Date value is all day.
