Steps to reproduce

1. Install Admin Toolbar 3.5.0 on Drupal 11
2. Enable 'Admin Toolbar' and 'Admin Toolbar Extra Tools' module
3. Check Toolbar image in the Admin toolbar section

I reviewed the issue and applied the change using Composer, and it works. Also i have attached screen shot.
So i am moving it to RTBC.
