Problem/Motivation

On the form widget settings, the new term input and add button show even when creating new terms option is toggled off

Steps to reproduce

Gin admin theme, shs widget on select terms entity reference field.

Proposed resolution

Add form toggle value to drupalSettings and check in value in /js/views/WidgetView.js.

Same problem in 3.0.0-alpha4 and Drupal 10/11
I tested this patch and work successful
